A proposed peace agreement would have established a larger autonomous Muslim area in the southern Philippines -- but fell through. Muslim rebels responded with attacks, including a declaration of "all-out war" by one commander. Several innocent Christians have been killed, and more than 130,000, including Muslims, have fled.
